Policy background: distribution networks enter a new phase of deep source-grid-load-storage coordination
The National Energy Administration has issued the Action Plan for High-Quality Development of Distribution Networks (2024–2027). By 2025, distribution network hosting capacity and flexibility must improve markedly, with capacity to connect around 500 GW of distributed renewables; by 2027, a modern distribution system that is safe, efficient, clean, low-carbon, flexible and adaptable should be largely in place. This landmark document sets new technical and management requirements for distributed PV, energy storage and the operation of existing renewable assets.
Key provisions: repowering and active grid support become mandatory requirements
- Encouraging equipment renewal at ageing plants: the policy calls for faster intelligent upgrading and technical retrofit of ageing distribution equipment and early grid-connected renewable facilities. For existing PV plants with constrained output and severe degradation, it encourages in-situ repowering with advanced high-efficiency modules and smart inverters, unlocking the capacity of existing substations and line corridors.
- Strengthening active support and grid-forming technology: distributed PV should be equipped with the necessary frequency and voltage regulation capability to improve disturbance rejection and low-voltage ride-through. Advanced PV-storage integrated equipment with grid-forming characteristics and specialized repowering modules such as SRAU will receive priority grid access and dispatch support.
- Enforcing intrinsic safety and fire prevention: full-process fire and explosion protection is required for distribution rooms, box substations and storage containers, with passive defence mechanisms established for extreme faults to prevent cascading electrical fires.
NJITG-POWER's industry alignment and technical practice
In response to the technical targets in the action plan, NJITG-POWER has built a complete product matrix covering the SRAU grid-adapted repowering series, AC/DC microgrid solutions for multiple scenarios, and self-actuating weather-resistant passive fire protection systems — helping generators, industrial parks and grid customers meet the national distribution network development requirements efficiently.
